By sticking with the plan, the Conservatives delivered £104 billion in cost of living support, got inflation down to normal levels and cut National Insurance by a third. I am supporting the Family Homes Tax Guarantee, promising that the Conservatives will not increase the number of Council Tax bands or revaluations which raise taxes on people's homes, unlike Labour who have made no such commitment.

Global pressures caused by Covid and the war in Ukraine have had a real impact on family finances, but the plan is working with inflation down from 11.1% to 2.3%. That is why we are sticking to our clear plan to help families by launching our Family Home Tax Guarantee.
Whether it is Labour’s £2,094 tax grab on working families or dragging pensioners into the Retirement Tax, Labour cannot rule out widespread tax rises. Only the Conservatives have a clear plan to cut taxes for people across the country and put more money in their pockets.
We are doing this by:
- Launching our Family Home Tax Guarantee, giving families the certainty that the Council Tax banding system will not be changed fundamentally over the next Parliament. We will not increase the number of council tax bands, undertake an expensive council tax revaluation or cut council tax discounts, as Labour is currently doing in Wales.
- Maintaining Private Residence Relief in our Capital Gains Tax regime, ensuring people’s family homes are protected from Capital Gains Tax. We will maintain Private Residence Relief so that people’s homes are protected from Capital Gains Tax when they sell it.
- Ensuring Stamp Duty Land Tax rates and thresholds are not increased, protecting homeowners from higher costs when moving and supporting young people onto the housing ladder. We introduced Stamp Duty relief for first time buyers in 2017 and have since increased the threshold to £425,000. We are committing not to increase the rate or level of Stamp Duty, protecting families from higher costs.
- Delivering over 2.5 million homes since 2010, ensuring more households now own their own home. Since April 2010, over 2.5 million additional homes have been delivered; the four highest annual rates of housing supply in 30 years have all come since 2018.
Labour have refused to rule out plans to revalue council tax bands in England, in line with theircouncil tax revaluation in Wales which will see almost 500,000 homes paying higher Council Tax. The Labour-run Welsh Government’s Council Tax revaluation will see almost half a million homes paying higher council tax bills and Rachel Reeves has refused to rule out similar plans for England if Labour win the General Election.
We have a clear plan to support families facing cost pressures, getting inflation down to normal levels and cutting National Insurance by £900 for the average worker. While Labour will have to increase taxes on hardworking families to fund their policies, we know that the best way to help families with their finances is to ensure they keep more of their money. That is why we have launched our Family Homes Guarantee, giving families certainty that a Conservative government will not raise taxes on their home.
